I am a Pakistani based in Bangkok. Can I simply apply for this VOA and as well online?

We are sorry to inform that we are unable to process visa for Pakistani passport holder. So you shoul go to Vietnam Embassy in your living countrt to apply visa before coming to Vietnam.
