I'm Chinese and I will fly to Hanoi from China. Someone said if I want to use arrivel visa I must form another country to your country. Is that true? or I can from anywhere?

Yes, it's correct. Visa on arrival is just accepted when customers are travelling by plane only to the Vietnam International Airports.
