Do I need a visa to visit Vietnam if I am only staying for 4 days?

We would like to confirm that US citizen need to get visa for Vietnam even though you only stay 1 days or 4 days. However, based on the new Regulation from The Vietnamese Immigration Department, Vietnam Immigration now only issues 1 year multiple visa for US passport holders. So the visa service fee to process 1 year multiple visa for tourist purpose is 30USD/person and the stamping fee which you have to pay at Vietnam airport to get your visa is 135USD/person.
