Does Belgien travelling to Vietnam from Singapore require a VISA

It is infromed that he needs visa to enter Vietnam and he can apply visa on arrival on our website at this link: https://www.vietnam-evisa.org/apply-visa.html

Just fill the information and payment online, after 2 working days (for tourist visa), we will send him the approval letter via email. He just needs to print it out to board the plane then get visa stamp at Vietnam airport
