Arriving by air in Hanoi and then re-entering by boat from Cambodia. Is a double entry visa (applied by e-mail) doable?

Hi Diane.
We would like to inform you that for the air-trip to Hanoi, you could apply for visa on arrival.
Unfortunately for the cruiseship from Cambodia, we suggest you applying for visa at Vietnamese Embassy. Cause the visa on arrival is not applied for cruise trip.
