I have a flight booked to Dong Hoi, and have attempted to get evisa but Dong Hoi is not in the list, can i get 14 day visa upon arrival?

It is informed that visa on arrival is not valid at Dong Hoi airport. Therefore, please go to the Vietnam Embassy in your living country to apply visa
