I would like to apply for an evisa from Nigeria. The embassy of Vietnam in Abuja Nigeria says they are not issuing visas currently due to system breakdown and inability to get quick response for approval letter from home office.

We are so sorry to confirm that at the moment we cannot process visa for Nigeria Passport Holder. As your country is listed in the special list of Vietnam Immigration Dept, so it's quite hard to process the visa for you. You may ask Vietnam Embassy in Abuja Nigeria to instruct you how to get the visa then.
