Do you have facilities of granting VISA 'Gratis"9 without any expenses by waiving the charges for soldiers from INDIA?Especially those who are Highly Decorated Officers?
Please advice.
Also since we are having very friendly relations how to contact your Army HQ?

We would like to inform with you that Visa on arrival currently has only 2 types: Business (for working) and Tourist purposes. In case you want to apply for Tourist Visa, you can apply online with us at: vietnam-evisa.org/apply-visa.html
Regards to your second point, we can not advise you how to reach to our Army HQ.
