We would like to confirm that normally you need to get Visa at the first airport you land in Vietnam. In this case, your arrival airport which you need to fill in the application form is Hanoi.

In some special case, the transit time at the first airport is just a short time and you will get Visa in Hochiminh airport. So, please contact to the airline to check if you need to leave the Immigration Gate in Hanoi airport or not. If yes, you will get Visa there.
