Vietnam Visa at cambodi vietnam land border corssing

I am travelling from India to Cambodia and then taking a bus from Phnom Penn to HCMC. I would be applying for approval letter, but I am not sure whether I would get visa stamped on passport at land border crossing.
If not, can i get visa stamped at Vietnamese Consulate at Phnom Penn ?
