Thanks for your question!
Until now, we have not heard any news about the extension of this rule so if you enter Vietnam after Jul/01/2018, you need visa. However, you can wait until the end of this June to check if it will be extended
If you apply for visa on arrival, you need to put the estimate arrival date in the form since you can enter Vietnam after that day normally
