visa dutch passport

Goodmorning,

i got 4 passengers in front of me who like to travel with a dutch passport. they have a application for entry and exit visa with a passphoto attached. it says in vietnamese 'don xin nhap xuat canh vietnam'. In my experience they need to apply for a form online as well with a confirmation. that will take up to 1 or two days right? is this enough what they hold in front of me??
